National Background Check, Inc. (NBCI), Innovative
Biometric Systems parent company, is one of the few companies
in the nation to be recognized by the Federal Bureau of Investigation
(FBI) as an approved FBI Channeling Agency. NBCI has met a rigid
set of privacy, security and audit standards, authorizing the
organization to submit fingerprints directly to the FBI for the
processing of CHRI inquiries for noncriminal justice purposes.
Qualifying agencies are now permitted to utilize a FBI Channeling
service partner to perform an electronic fingerprint history
check of the IAFIS database, and receive results back in less
than 24 hours or sooner. Essentially, NBCI simply supports the
FBI in expediting criminal history record information.
Who Can Use NBCIs Channel?

As an FBI Channeler, NBCI
is required to comply with the following regulations set forth
by the FBI:
- An FBI-approved Channeler may only process
requests for a U.S. person (an individual who is a citizen of
the U.S. or a lawful permanent resident of the U.S.).
- An FBI Channeler cannot apostille fingerprint
search results. If an applicant needs an apostille, they must
either apply directly with the FBI for a background check, or
send the authenticated document from National Background Check
to the State Department for further action. The mailing address
for the State Department is: U.S. Department of State, 518 23rd
Street NW SA-1, Washington, D.C. 20520.
- An FBI-approved Channeler cannot process
a request for employment and/or licensing purposes within the
United States. This type of request should be coordinated with
the appropriate state identification bureau (or state police)
for the correct procedures.
- Fingerprints must be captured by a law
enforcement agency or Channeler. An individual is not permitted
to capture his/her own fingerprints on a fingerprint card.
- All FBI Channeling results must be sent
back to a U.S. address. Results are prohibited from being shipped
overseas.
